The Revised Scorecard for Qualifying Small Enterprises (QSE’s) was gazette for public comment on Friday 10 October 2014 in terms of Government Gazette 39076, Notice Number 876,as a follow up to the Revised Generic Codes of Good Practice published in October 2013.

This represents a complete step change and paradigm shift in B-BBEE compliance requirements for QSE (entities with a turnover between R10 million and R50 million per annum).

These changes amongst others include:

  • Complying with all the pillars of the new QSE scorecard including Ownership as a priority pillar
  • The automatic discounting of an entity’s level rating where the sub-minimum for Priority Pillars of the scorecard has not been met;
  • Increased target spend for training black people for procurement spend with black-owned suppliers;
  • The obligation to develop black-owned suppliers

Join us as we unpack the changes in the Revised Codes, as they pertain to QSE’s.

The following topics will be discussed:

  • High level Strategic implications of the changes for South Africa & QSE’s generally
  • A comparative analysis and pillar by pillar approach, to review the differences of the proposed changes
  • Understanding the calculation methodologies

  • Alignment with Charters
  • Interpretative issues you are likely to face
  • What do the changes mean for your business from a strategic perspective
  • Verification preparation Implications
