Executive manager at the meteorological service Mnikeli Ndabambi has asserted in litigation in the Johannesburg High Court that service contracts between the state-owned entity and Buang Recruitment Specialists and Dinaledi Human Capital should be reviewed and set aside. According to Ndabambi, the contracts with the HR firms between September 2017 and September 2019 were unlawful.
In early 2019, Saws commissioned a forensic investigation into various allegations of misconduct and irregular expenditure. The report revealed that no supply chain process was followed when Buang Recruitment Specialist recruited employees for the state-owned entity on several occasions. According to Ndabambi, Mphafudi only drafted the motivation for approval of payments after Buang had submitted invoices. Similar supply chain processes were allegedly flouted when Dinaledi was appointed.
The court papers read as follows: “No indication was found or records available to indicate that any supply chain processes were followed. None of the criteria on the payment requisition checklist was indicated as complete. On further review of the documents, it was found that the formal motivation and invoice were irregularly approved by Ms Mphafudi.”
